ABOUT
Gaurav Singhal is a Master of Laws (LL.M.) candidate at the University of California, Berkeley School of Law, where he is specializing in the intersection of law and technology.
He worked as an independent legal practitioner in India, specializing in technology law, constitutional law, criminal law, and anti-discrimination law, where he provided legal counsel, conducted legal research, and advanced legal reform.
He has also served as State Secretary in the Scheduled Castes Department of the Haryana State Congress Committee — the State Executive Committee of the Indian National Congress, India’s principal opposition party.
Inspired by Dr. Bhim Rao Ambedkar’s seminal work Annihilation of Caste (1936), he founded the Centre for Annihilation of Caste as a virtual think tank, focusing on researching laws and policies related to the Scheduled Castes community of India.
He has conducted actionable socio-legal research on the implementation of anti-discrimination laws in Haryana, India, namely the SC & ST (Prevention of Atrocities) Act, 1989, and the Protection of Civil Rights Act, 1955.
Focusing on the intersection of law, technology, and public policy, he has initiated research projects, authored reports, and engaged with policymakers and other stakeholders.

State Secretary
March, 2024 – August, 2025Details
Served as the State Secretary in the Scheduled Castes Department of the Haryana Pradesh Congress Committee—the State Executive Committee of the Indian National Congress, India’s leading and largest opposition party.
Formulated legislative and policy reform proposals concerning the Scheduled Castes of the state of Haryana for the party leadership. Submitted to Chairman, Scheduled Castes Department, Haryana Pradesh Congress Committee.
Mobilized support and participation for the party’s Samvidhan Rakshak (Defender of the Constitution) campaign. Utilized social media platforms and instant messaging applications to motivate people to take an oath to defend the Constitution.
Haryana State Legislative Assembly Elections, 2024:
(1) Collated suggestions from the Scheduled Caste voters of the state of Haryana for the party’s election manifesto. Contributed my own suggestions, several of which were included in the final manifesto.
(2) Campaigned for the party in the seventeen constituencies reserved for the Scheduled Castes. Conducted door-to-door outreach, informing voters about the party’s promises to the Scheduled Castes.
(3) Drafted the constituency manifesto for the 72-Bawal (SC) constituency under the Research Vertical of the All India Professionals’ Congress (AIPC).

Founded the Centre for Annihilation of Caste as a virtual think tank, focused on researching laws and policies related to the Scheduled Castes community in India. Inspired by Dr. Bhim Rao Ambedkar’s seminal work Annihilation of Caste (1936).
Conducted independent socio-legal research on the implementation of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, in the state of Haryana. Attended criminal trials held by the Special SC/ST Courts, interviewed victims of caste-based atrocities, and engaged with Special Public Prosecutors and Investigating Officers. Analyzed judgments from the Special SC/ST Courts and the constitutional courts of India.
Disclosed the legal loophole of “public view” in Sections 3(1)(r) and 3(1)(s) of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. Advocated for the closure of this loophole by proposing an amendment to the Act. Submitted the legislative reform proposal to the government, political parties, and other key stakeholders.
Procured information from government departments by filing Right to Information (RTI) petitions. Spearheaded the challenge to the non-processing of online RTI petitions by the Directorate of Welfare of Scheduled Castes & Backward Classes, Government of Haryana.Advocated for the abolition of the practice of segregating dead bodies in village cremation grounds. Proposed the policy of Caste-free Cremation Token System, which allocates cremation sheds through randomization to ensure equal treatment.
Launched Mission 2036 to effectively annihilate caste and caste-based discrimination in India by the year 2036, which marks the 100th anniversary of the publication of Dr. Ambedkar’s seminal work, Annihilation of Caste (1936). Mission strives for the enactment of an omnibus law titled the “Annihilation of Caste Act” by 2036 as a legislative pathway to annihilate the caste system and prevent its subsequent salvation.
